Save the Plastic Bag Coalition v. City of Manhattan Beach (CA) appellate decision

The Court of Appeal decision upheld the Los Angeles superior court's repeal of Manhattan Beach's plastic bag ban in a 2-1 decision.  The majority opinion followed much of the plastic bag industry's standard arguments, but the dissenting opinion shows a glimmer of hope.
